The Central Government shall constitute Veterinary Council of India (VCI) in accordance with the IVC Act, 1984 with following objective: VCI to observe the purpose with great respect as stipulated in the said Act, and to frame such Regulations to fulfil the objectives of the Council. The Council shall consist of 27 members: 11 Elected, 14 Nominated and two Ex-officio members.

The composition of the Council shall be as per the clause (a) to (j) of subsection (3) of Section 3. IVC Act, 1984 and the details is as under:

Elected members(11) (g), (3) of Section 3. Eleven members to be elected from amongst themselves by persons enrolled in the Indian Veterinary Practitioners Register.
Nominated members (14) (a), (3) of Section 3. Five members to be nominated by the Central Government from amongst Directors of Animal Husbandry of the States
(b), (3) of Section 3. Four members to be nominated by the Central Government from amongst the heads of veterinary Institutions of the States
(c), (3) of Section 3. One member to be nominated by the Indian Council of Agricultural Research
(e), (3) of Section 3. One member to be nominated by the Central Government to represent the Ministry of the Central Government dealing with Animal husbandry.
(f), (3) of Section 3. One members to be nominated by the Indian Veterinary Association
(h), (3) of Section 3. One member to be nominated by the Central Government from amongst the Presidents of State Veterinary Councils of the States
(i), (3) of Section 3. One member to be nominated by the Central Government from amongst the Presidents of State Veterinary Associations of the States
Ex-officio members (2) (d), (3) of Section 3. The Animal Husbandry Commissioner, Government of India.

Presently, the Central Government is conducting the VCI Election 2020 under clause (g) of sub-section (3) of section 3 of IVC Act 1984 and in accordance with such rules made for the said purpose. Election is being scheduled on 20-22 August 2020. Eleven members to be elected from amongst themselves by persons enrolled in the Indian Veterinary Practitioners Register.

There will be election for the posts of President VCI and Vice President VCI amongst the Council members(27). The Secretary VCI shall be the Returning officer for the said election. Subsequently, the essential committees are formed for smooth functioning of council.

The term of the council shall be for 3 years (except ex-officio members) i.e, the term of office of President, Vice-President, and members is in accordance with the subsection (1) to (4) of Section 5. IVC Act, 1984.
